Wendy is a native of Winston-Salem, North Carolina and is a graduate of George Washington University, earning a Bachelor of Science in Systems Analysis and Engineering and a Master of Science in Engineering Management. She started her career in 1983 with Westinghouse Systems Defense and would eventually go on to work with TCOM, LP as a configuration manager in 1992, and subsequently with Sycom as a test engineer for International Air Defense and Air Traffic Control Systems in 1994. Wendy would switch gears and go on to work as a Customer Liaison and Marketing Manager for InfoVista, a French software company.

For the last 13 years, Wendy has worked at Bridgeway Community Church in Columbia, MD. Most recently serving as their Director of the Care Ministry and Women’s Ministry Director.

Wendy has received several certifications and service opportunities. During her years as an engineer, Wendy volunteered and held local officer positions with the Baltimore-Washington chapter of the Society of Women Engineers. She also published a paper in 1990 on women’s management styles, which she presented at the American Society for Engineering Management in St. Louis, Missouri. She is a certified instructor for Saving Your Marriage Before It Starts (SYMBIS). She also completed the one-year course of Perspectives on the World Christian Movement.

Wendy is married to Pastor Angel Cartagena.
